Councils:
The local councils run a 'pay for' emergency phone service for senior citizens to obtain help when feeling unwell.
My mother had one, she also had a button tag that she wore around her neck. This could be pressed if she felt too unwell to reach the phone.
The phone itself had a large red button, and it would immediately connect.
It even automatically activated if the power was ever cut.
This is a service that could easily be applied to all women that are victims of domestic violence?
Keeping them safe, whether they were in physical danger, or had any health issues.
It could also be an app on all mobile phones, especially with an emergency button attached to the wrist or neck as part of some decorative jewelry?
Alarms:
The wearers could also be assigned a trigger word to alert the operator as to any suppressive dangers. (E.G. Being Threatened)
Offering this service free to these women, could possibly calm their fears, and give them back confidence.
Cost would be negligible compared to the loss of a life. These implementations are so simple, and yet so life saving.
This is the age of technology, so it doesn't take a rocket scientist, to realise that Joyce Carol Vincent could still be here right now, had this been applied..!
Britain needs change.
Instead of criticising other countries for their, 'Direct lack of care'.
How about the UK addressing its own, 'Indirect lack of care'?
Our lives begin to end the day we become silent about things that matter.
